Indoor League Play Fall 2021

In response to the current situation, Portland Volleyball Association (PVA) has developed a set of measures intended to prevent the spread of COVID-19. The measures in the linked document are intended to be followed during scheduled league play. As new information and guidance from state/county/city agencies becomes available the PVA Board of Directors will revisit and update the guidance as necessary.

Hello. So for all players who attend must follow this sign in process. A player shows up on site ready to play there will be a QR code printed out and posted near the courts - One or more of the referees will be responsible for printing and posting the QR code on site. Players scan the code and sign in to their PVA account if not already The player will be asked some COVID related questions, they answer and hit the 'I Agree' button They will be forwarded to a check in screen that proves to the referee on site that they have checked in If you need to sign up please use this link. PVA Spring 2020 Season Cancelled

Dear PVA Members,

In light of ongoing developments during this unprecedented time, the PVA Spring 2020 season has been cancelled. Some teams already registered for the season and we understand many families are under constrained financial circumstances. We will work expeditiously to return full registration fees this week.

PVA evaluated innumerable ideas for delaying cancellation with the hope of holding a Spring 2020 season. Similarly, we have been evaluating how to mitigate the impacts of COVID-19 on the summer outdoor season. As of right now, the situation is too unpredictable, thus we are adopting a wait-and-see approach. We desperately wish circumstances were different. We will continue to monitor the situation and are developing options to quickly resume playing volleyball (whether indoor or outdoor) as soon as it is safe and facilities are accessible.

We cannot thank you enough for your continued support as we navigate this public health crisis together.

We hope everyone stays safe and healthy!

Coronavirus Cancellations

Dear PVA Members:

After closely monitoring the risks and impacts of COVID-19 on a daily basis, we have decided that it is in the best interest of our players and referees, their families, and the communities in which we live and work, to cancel all remaining PVA Winter 2020 season matches (including playoffs) and the March 18th Managers and Free Agents Open Gym. The COVID-19 pandemic is an unusual and dynamic situation. Our top priority is the health and safety of every member of the PVA community. PVA has, and will continue to, rely on the guidance of federal, state, and local agencies and medical health professionals for direction on how to respond to COVID-19.

We understand that canceling will be a huge disappointment and, due to the short notice, an inconvenience to many. To be candid, we made this decision knowing members of the Board of Directors are on teams affected by the cancellation and they too will be losing access to a sport they are passionate about playing. We desperately wish circumstances were different. In the end, we must do our best to take steps to support local, regional, and national efforts to limit the risks associated with COVID-19.

We know many will have questions about how this decision will impact the Spring 2020 season. PVA will continue to evaluate the status of COVID-19 and our options, and we assure you we will provide updates in as timely of a manner as possible. If current events impact the Spring 2020 season, we will provide appropriate refunds to those that have already paid.

This situation is far from ideal and circumstances are likely to continue to evolve daily. We sincerely appreciate your support and understanding and hope this decision today reflects our dedication to the long-term health and welfare of our membership and community.

  • ALL players and subs must register and sign the waiver at https://register.portlandvolleyball.org/account/signup
  • Accounts may not be shared by multiple players & must contain accurate information (player's legal name, valid email address, etc.). Fake or intentionally inaccurate accounts may result in players &/or teams being banned from PVA activities.
  • Waivers must be electronically signed annually & accounts cannot be shared by multiple players
  • AA is the most competitive level followed by A1, A/A2, BB, B, and C.

RULE AND POLICY UPDATES 2020

RULE AND POLICY UPDATES

  • Schedule Requests: Each team manager may submit a single schedule modification request for one night per season. Requests must be submitted via email to at least one week prior to the start of Spring season. Requests received after this deadline will be denied. PVA will attempt to accommodate such requests but may not be able to do so and retains the right to deny any request.
  • Notices: Managers will receive an email alert for match time or location changes occurring less than a week before the match. Managers are asked to continue to monitor the PVA website throughout the season and to alert team members about changes. No notice will be sent for changes to matches scheduled to occur more than one week after the date the change is made. Make sure you have the address saved as a safe address (not spam)!
  • Gym/Facility Use: PVA players and spectators are guests within the gyms and facilities we use. Our use is a privilege and we must be respectful of the other activities and users we encounter. Rude or disruptive behavior, disregard for facility rules/policies, drinking alcohol, and smoking/vaping are not permitted. Pets are also prohibited at PVA events except for summer leagues and in accordance with the ADA Service Animals guidelines. Teams and their guests that violate PVA's policies may be removed and/or banned from facilities and activities at the discretion of the PVA Board of Directors. Limited authority to remove players and spectators who violate PVA policies has been granted to PVA referees acting in their official capacity. Please let us know if you have any questions.

Winter 2020 Registration closes 12/28! Thank you for your patience and understanding while PVA quickly transitioned to a new payment processor! We are now accepting online payments through Stripe, which supports credit cards, Apple Pay, & Google Pay! The Portland Volleyball Association has a new registration portal and process! Notable differences:

Coed Ghost Player Rule

The PVA Board has voted to do away with the old exemption rule which allowed a coed team to play with three men and two women only once a season, and instead to adopt the Ghost Player Rule as discussed at the Fall managers meeting. The rule is effective as of the beginning of Winter season and is stated as follows:

Ghost Player Rule

This rule automatically goes into effect for a coed team any time that team chooses, or is forced by circumstance, to play with only five players, and those players consist of three men and two women.

The team playing with three men and two women must leave a space in their lineup where the missing woman should be. If the missing woman would be in the front row, there would be only two front row players for that rotation. When the missing woman would normally serve, the serve goes to the opposing team, like a side-­out but without any point awarded.

2015 Fall Managers Meeting Notes

Thanks to everyone who attended the Fall 2015 Managers Meeting! Here are the main takeaways:

  • Membership Requirements - The PVA Board clarified registration and membership requirements. An individual player is granted membership and eligibility to play in PVA leagues when they are part of a properly registered team. Proper registration must be completed and requires the following:
    1. Payment of team fee
    2. Completed team roster
    3. Completed and signed waiver for each player on the roster. Each player must complete and sign a waiver once per fiscal year--September 1st to August 31st.
    4. New: Email address for each player on the roster
  • Bylaws - The PVA Board presented proposed amendments to the PVA Bylaws. The managers present voted to approve the amended PVA Bylaws which have been posted on the website on the Rules & Regs page.
  • Ghost Player Rule - The PVA Board presented a proposal to consider implementation of the "ghost player" rule in coed leagues for situations where a team needs to play with three men and two women. Feedback from the managers was mostly positive and the board plans to vote on formally adopting this rule during the next PVA Board meeting. Note that until that vote occurs, the rules are updated, and teams and referees are notified, the old exemption rule is still in place. That means for now, teams may only play with three men and two women once during a season. Stay tuned for an update on this issue that will become effective for the Winter Season.

Regarding the collection of email addresses: The amended PVA Bylaws provide membership and voting rights to each individual PVA player rather than only team managers. This change was made to conform the PVA Bylaws to applicable state and federal law governing 501(c)(7) non-profit athletic associations. To effect this change, PVA must collect names and email addresses for every player in order to provide notice of any elections and to provide an opportunity for every player to vote. PVA will be modifying the roster submission form in the future to include a place to submit player email addresses, but for now they may be submitted on the waivers in the field provided. Note that all communication with teams outside of required messages to all members regarding voting will still go through the team manager.

Player Eligibility Decision

Dear Managers and Referees,

This email follows up on the February 13, 2015 email regarding player eligibility and whether an 18 year old player in high school may participate in PVA leagues. At the February 25, 2015 meeting of the PVA Board, the members of the board discussed and voted on this issue. Following a lengthy and wide-ranging discussion, we ultimately voted to make PVA more inclusive and include high school players who are at least 18 years of age.

The historic rule text provided the following eligibility criteria:

Players must be eighteen (18) years of age and not enrolled in high school. Anyone who has graduated at the age of 17 will be allowed to participate.

The rule has been updated to reflect the PVA Board vote as follows:

Players must be at least eighteen (18) years of age.

The PVA website has been updated to reflect this change.
